Course Summary

These (2) online courses are designed to provide hazard communication professionals with information and training on requirements for Japan’s Chemical Control Regulations and GHS Requirements.

These trainings will help you have an overall picture on chemical control in Japan and understand the requirements on new chemical substance notification under CSCL and ISHL laws. It will also help you learn how to meet Japan specific requirements on GHS classification and hazard communication.

 

Full Course Overview

The first training will highlight Japanese Chemical Control and provide industry professionals with various compliance requirements of Japan’s major chemical laws and regulations. The Chemical Substances Control Law (CSCL) and Industrial Safety and Health Law (ISHL) are the two most important regulations on chemical control in Japan. Both laws administer an inventory and requires new substance notification. This course will explain how to determine if a substance is new in Japan and how to submit a notification. The training will also provide explanation on risk evaluation and reporting of existing substances.

The second training will review the Japanese Globally Harmonized System of Classification and Labelling of Chemicals Regulations (GHS). The Japanese Industrial Standards (JIS) provides the guideline for classifying chemical substances according to the GHS criteria and for SDS and labelling regulations. However, some Japanese laws also set hazard communication requirements for the chemical substances that each law designates. This course will explain the Japanese Industrial Standards and the hazard communication requirements regulated by Japanese laws.

  • Chemical Substances Control Law (CSCL)
      • CSCL (METI) Inventory
      • New Chemical Substance Notification and Evaluation
      • Risk Evaluation and Reporting of Existing Substances (monitoring substances, priority assessment chemical substances, and general substances)
      • Risk Evaluation and Reporting of Existing Substances (Class I and Class II Specified Chemical Substances)
      • The new amendment to CSCL which will take effect on April 1, 2018
  • Industrial Safety and Health Law (ISHL)
      • ISHL Inventory
      • New Chemical Substance Notification

Session 2: GHS Requirements

  • Japan’s GHS implementation – JIS Z 7252 and JIS Z 7253
  • Requirements from the other Japanese laws:
      • Industrial Safety and Health Law (ISHL)
      • Poisonous and Deleterious Substances Control Law (PDSCL)
      • Japan’s PRTR Law
  • Additional Japanese Label Requirements
