UL Regulatory Assurance and Data Insights Representatives Attend ECHA Workshop on Implementation of Annex VIII to CLP

On February 1st, 2018, representatives from UL Regulatory Assurance and Data Insights attended a workshop held by ECHA and the EC on the implementation of Annex VIII to CLP.  This workshop follows the adoption of Annex VIII, which we blogged about last year.

A test version of the harmonized Poison Center Notification (PCN) will be available by the end of March.  Member States’ official advisory bodies (often Poison Centers) can start updating their systems to the new format and industry may use this test version as a reference for mapping to internal systems if they wish to prepare off-line notifications.

A second test version including any developments and changes will be launched in Q2 2018.

The ECHA notification database, to be finalized in Q1 of 2019, would include, in a first release for industry users, the possibility of uploading off-line notifications and notification updates along with support for multi-lingualism.

In Q3 of 2019, a second release is foreseen which leaves only 3 months to test and submit before the 2020 deadline.  Additional features, such as the functionality of making payments to the Member State or the possibility to add several Unique Formula Identifiers for Mixtures in Mixtures, are foreseen for Q3 or for the following versions.

Other topics to look for in the upcoming future include the workability study starting in March which covers industries such as construction, petroleum and industrial gases and the final version of ECHA guidance on Poison Center Notifications (publication to be finalized by the end of 2018).
