Taiwan Publishes Phase III GHS Substances

In order to adopt the Globally Harmonized System of Classification and Labeling of Chemicals (GHS) in workplace, Taiwan Council of Labor Affairs (CLA) promulgated Rules on Labeling and Hazard Communication of Hazardous and Harmful Substances on October 19, 2007. According to Article 2 Part 2 of the rules, hazardous and harmful substances shall include chemical substances which are classified as physical hazardous and health hazardous under the Taiwan National Standards (CNS) 15030 and other substances designated by the CLA.

For better implementation, the CLA publishes and regulates hazardous and harmful substances in phases. Phase I and Phase II substances were published on December 31, 2008 and January 7, 2011, respectively, with a total of 2151 substances. To continue, on December 23, 2013, the CLA published 1020 Phase III substances through the Labor Safety Order 3, Document No. 1020146801.

Industries started implementing GHS for Phase III substances, including their mixtures, January 1, 2014. The transition period for these substances is until December 31, 2014. For other non-designated chemical substances, and their mixtures which pose physical and health hazards according to the CNS 15030, implementation shall start January 1, 2016. This implies that Taiwan will fully implement GHS in industries from January 1, 2016. These non-designated substances are given a transition period until December 31, 2016.

Industries shall ensure the classifications, labels, safety data sheets and other hazard communication measures are compliant to the Rules on Labeling and Hazard Communication of Hazardous and Harmful Substances before the given deadlines.
