Taiwan MOL Stipulates the Second Phase Designated Priority Management Chemicals

On December 27, 2018, the Taiwan Ministry of Labor (MOL) published OSHA (Occupational Safety and Health Administration) Order No.10702056381 to stipulate the list of Second Phase Designated Priority Management Chemicals in accordance to Article 2-2 of Regulations Governing Designating and Handling of Priority Management Chemicals.

Priority Management Chemicals

In the regulations, Priority Management Chemicals are defined as:

(1) substances provided in Appendix 1 of the regulations;

(2) substances announced by the MOL classified as Carcinogenicity – Category 1, Germ cell mutagenicity – Category 1, Reproductive toxicity – Category 1 (Category 1 CMR Substances) under National Standards CNS 15030;

(3) substances announced by the MOL to possess physical hazards or health hazards under National Standards CNS 15030, and with a maximum handling quantity meeting the quantity limit specified in Appendix 2 of the regulations.

Substances in items (2) and (3) have been announced gradually.

The First Phase Designated Priority Management Chemicals were published on November 5, 2015, which included 83 Category 1 CMR substances and 420 substances with physical or health hazards.

The recently published Second Phase Designated Priority Management Chemicals includes 90 Category 1 CMR substances and 482 substances with physical or health hazards.

Chemical Registration

The operator of the Priority Management Chemicals shall register with the MOL and revise the submitted information every year. The revision of registration shall be done from April to September each year. For the Second Phase Designated Priority Management Chemicals, the registration begins April 1, 2019.
