China’s NRCC Releases a Video on Hazardous Chemical Registrations

China’s National Registration Center of Chemicals (NRCC) has released an online video tutorial to provide assistance to Chinese chemical companies using the upgraded registration system to register for their hazardous chemical products. The upgraded registration system was launched on the NRCC website in 2013.

Registration of hazardous chemicals is a mandatory requirement for Chinese manufacturers and importers under the Regulations on the Safe Management of Hazardous Chemicals (Decree 591) and the Measures for the Administration of Registration of Hazardous Chemicals (SAWS Order 53). The NRCC, under the State Administration of Work Safety (SAWS), has been the delegated authority for the hazardous chemical registrations in China.

Manufactures and importers of hazardous chemicals shall register prior to any production or import activities. To start the registration process, companies shall enroll with the new registration system first. A registration office at the provincial level will review the enrollment information to verify the validity of the company information. Once verified, the company may use the registration system to register for their products.

The video tutorial is presented in Mandarin and contains 5 sections:

Section 1: Registration procedure for hazardous chemicals;

Section 2: Introduction of the registration system interface;

Section 3: Registration information;

Section 4: Registration amendment procedure;

Section 5: Registration reevaluation procedure.

Chemical information to be submitted via the system includes chemical identification, hazard classification, label elements, physicochemical data, toxicological data, eco-toxicological data, main uses of the product, etc. In addition to the information provided online, registrants may also need to submit supplemental paper documents, including a SDS and a label of the registered product, to the local registration office at the provincial level.
