China Seeks Public Comments on Guidance for Hazardous Chemical Classifications

On March 18, 2019, China’s National Registration Center for Chemicals (NRCC) published a notice soliciting public comments on the revisions of the Guidance for the Implementation of the Catalogue of Hazardous Chemicals.

https://psi.ul.com/wp-content/uploads/2019/03/Glassware-in-science-chemistry-laboratory-istock-976716564-540x340.jpgThe Ministry of Emergency Management of China released the Guidance in 2015 for trial implementation.  It provides general classification rules for hazardous chemicals, as well as mandatory GHS classifications for 2,828 chemicals listed in the Catalogue of Hazardous Chemicals (2015). Since this was the first time China developed such a comprehensive list of classifications and categories, many questions arose when companies couldn’t agree on some classifications provided in the table or if they needed clear interpretations on how to classify a certain chemical product.  The public consultation is being conducted to seek input from industry and provide an opportunity for all concerned companies to comment on the Guidance.

Submit your revisions suggestions

For the general instruction part of the Guidance, revision suggestions can be submitted via email to:  chemcls@163.com.  For the classification table, if you propose a change to the classification(s) of a chemical, suggestions can be submitted via the NRCC Integrated Information Platform:  http://hxp.nrcc.com.cn/.  All submissions shall be made prior to April 30, 2019.
