China Releases New Policy on Customs and Quarantine Declarations

Recently, the General Administration of Customs of China (GACC) published a new policy on integrating the qualifications for Customs and quarantine declarations for Chinese enterprises.  According to GACC Announcement No. 28 of 2018, starting from April 20, enterprises will be eligible for both customs declarations and quarantine declarations by submitting only one application to the GACC.  Prior to the reform, the enterprises had to acquire the qualifications separately:  with the GACC for customs declarations and with the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) for inspection and quarantine declarations.

The new integration results from implementation of the State Council’s institutional reform plan that was approved in March 2018.  AQSIQ, which took charge of the inspection and quarantine of entry-exit commodities, has been dismantled.  Their responsibilities on entry and exit inspection and quarantine management are now assigned to the GACC.

To apply for the qualification, enterprises may start the application through the China International Trade Single Window:  http://www.singlewindow.cn.
