China publishes Guidance on the Compilation of Safety Data Sheet for Chemical Products (GB/T 17519-2013)

In December 2013, a Chinese National Standard on Safety Data Sheets (SDSs) titled Guidance on the Compilation of Safety Data Sheet for Chemical Products (GB/T 17519-2013) was published by the General Administration of Quality Supervision, Inspection and Quarantine of China (AQSIQ) and Standardization Administration of China (SAC). This Standard was published with an enforcement date of January 31, 2014.

The new standard is based on the fourth revised edition of UN GHS to replace the Safety Data Sheet for Chemical Products – Part 2: Detailed Rules for Drafting (GBT 17519.2-2003). The standard serves as a supplement document to SDS for Chemical Products – Content and Order of Sections (GB/T 16483-2008) to provide more detailed guidelines and introduce several new requirements not addressed in GB/T 16483-2008.

Following are highlights of the format and content requirements in GB/T 17519-2013:

  • Header of the first page of a SDS should include:
    • the title “Chemical Safety Data Sheet” in bold and larger size;
    • chemical name;
    • latest revision date;
    • initial preparation date;
    • a statement “The SDS is prepared in accordance with GB/T 16483 & GB/T 17519”;
    • SDS serial number, if available;
    • SDS version number, if available
  • All other pages should specify the chemical name, revision date and the SDS code
  • Page number in the SDS should include the total number of pages (e.g. “page 1 of 3”), or indicate whether there is a page following (e.g. “End of SDS”). The number should be printed in the middle or right side of the footer.
  • An Emergency Overview, with eye catching text and/or font, or surrounded by a border, should be the first subsection in Section 2 Hazard Identification. The Emergency Overview should describe the most significant immediate concerns, including appearance (e.g. color, physical form, odor), flammability, reactivity, health hazards and environmental hazards.
  • Hazardous components with concentration(s) exceeding the cut-off value should be listed in Section 3 Composition/Information on Ingredients in the order of highest concentration to lowest concentration.
  • For chemicals listed in the National Occupation Health Standard: Occupational Exposure Limits for Hazardous Agents in the Workplace – Chemical Hazardous Agents (GBZ 2.1-2007) with an Occupational Exposure Limit (OEL), including PC-TWA, PC-STEL or MAC value, the OEL should be included in Section 8 Exposure Controls/Personal Protection of a SDS. In addition, Biological Limit Value (BLVs) from the following Chinese industry standards titled Standards on Biological Limit Value for Occupational Exposure (WS/T xxxxx) should be included in this section as well:
    • WS/T 110-1999 Toluene
    • WS/T 111-1999 Trichloroethylene
    • WS/T 112-1999 Lead and lead compounds
    • WS/T 113-1999 Cadmium and cadmium compounds
    • WS/T 114-1999 Carbon monoxide
    • WS/T 115-1999 Organophosphorus pesticides
    • WS/T 239-2004 Carbon disulfide
    • WS/T 240-2004 Fluorine and fluoride, inorganic compounds
    • WS/T 241-2004 Styrene
    • WS/T 242-2004 2,4,6-Trinitrotoluene
    • WS/T 243-2004 n-Hexane
    • WS/T 264-2006 Pentachlorophenol
    • WS/T 265-2006 Mercury
    • WS/T 266-2006 Soluble Chromate
    • WS/T 267-2006 Phenol
  • In Section 15 Regulatory Information, provide names of Chinese laws (or regulations) on the management of the chemical product and specify regulations, rules or standards under the law (or regulations) that regulate the chemical product.
