On Thursday, September 26, 2013, California’s Department of Toxic Substances Control (DTSC) released a list of 164 chemicals that will be used to identify potentially harmful products and may require manufacturers to reformulate their products under the Safer Consumer Products Regulations.
The Safer Consumer Products regulations requires the DTSC to publish an information list of candidate chemicals on its website within 30 days after the effective date of the regulation (Oct 1, 2013) and update the list periodically. The purpose of this list is to inform stakeholders about chemicals that can possibly be considered Chemicals of Concern if they are identified as part of a product-chemical combination that is listed as a Priority Product.
The DTSC defines a candidate chemical as a chemical that exhibits a “hazard trait and/or an environmental or toxicological endpoint” and is either (a) found on one or more of the authoritative lists specified in section 69502.2(a) of the regulations; or (b) listed by the DTSC using the criteria specified in section 69502.2(b).
